Why I’m Running

I’m Mary Phelps, and I’m running for Delegate in District 32 because Glen Burnie, Severn, and our communities deserve better results right now — after decades of one-party control in Annapolis.

For over 40 years I served our country — first as a U.S. Army veteran and then as a U.S. Army Civilian. I raised a family, built a small business from my home, and learned firsthand what it takes to make things work.

District 32 comes first. This race isn’t about national headlines. It’s about solving our local problems: rising property taxes from the unsustainable Blueprint, better vocational training in our schools, fixing roads and traffic, and supporting families through practical solutions.

I’m a proud conservative who believes in rewarding hard work, opportunity through training and responsibility, and fiscal accountability. I will work at every level — county, state, and federal — to deliver real results for District 32.

Education Reform That Works

After billions in Blueprint spending with uneven results at schools like Glen Burnie High, North County High, Brooklyn Park Middle, and Meade Heights Elementary, it’s time for proven methods. Mississippi dramatically improved reading for under $50 per student with systematic phonics. I will champion the Science of Reading using existing funds — better outcomes, lower long-term costs, plus expanded vocational training and apprenticeships.

Fiscal Responsibility & Taxes

Cap spending growth and demand accountability. No more punishing hard-working families with higher property taxes from unsustainable programs. I will fight for smart growth, infrastructure fixes, and government that lives within its means.

Opportunity & Public Safety

Reward success, not punish it. Empower churches and nonprofits for compassion. Safer neighborhoods, better job training, and collaboration across all levels of government to get results for District 32 families.
